Boards, Commissions, Committees - Oh my!
What are the City's Boards, Commissions and Committees? The City of Baytown has many Boards, Commissions, and Committees which are made up primarily of resident volunteers who provide their insight and expertise to support and advise City Council and Staff on a variety of issues and policies. Below is a brief overview of each Board, Commission, and Committee. More information about each can be found in the Document Library.
Who can serve on a Board, Commission or Committee? Each applicant must be a resident who lives in the City Limits of Baytown; however, an applicant may also reside in the Extra Territorial Jurisdiction (ETJ) for certain Boards. Please refer to the Board Overviews in the Document Library for specific Board requirements.
Who makes the appointment to the Board, Commission or Committee? The Mayor and City Council appoint each of the Board Members.

Baytown Crime Control and Prevention District (CCPD) | Manages sales taxes received for the City's crime control and prevention programs. |
Baytown Fire Control, Prevention, and EMS District (FCPEMSD) | Manages sales taxes received for the City's fire control, prevention, and emergency medical services programs. |
Baytown Hospitality Public Facilities Corporations (PFC) | Assists the City in financing, refinancing, or providing public facilities. |
Baytown Housing Authority | Housing Authority & Community Development Commissioners provide leadership, set policy, approve budgets, and earn support in the community for housing programs. |

Baytown Redevelopment Authority (BRA) | Promotes, develops, encourages and maintains economic development in the area included in Reinvestment Zone No. 1. |
TIRZ No. One, City of Baytown (TIRZ) | Prepares and approves project and financing plan(s) for the reinvestment zone and approves participation agreements for the zone. |
Board of Adjustment (BOA) | Hears and decides request for variances and special exceptions to the City's zoning ordinance. |
Civil Service Commission | Recommends rules and regulations regarding fire and police civil service matters and acts as an appeal board for tests and disciplinary actions. |
Construction Board of Adjustments and Appeals | Hears appeals from decisions of the City's Chief Building Official. |
Industrial Appraisal Review Board | Hears appeals from industry on valuations included or to be included with their industrial district agreements. |
Planning and Zoning Commission | Recommends to City Council the boundaries of various zoning districts and text changes to the zoning ordinance. |
Sign Committee | Authorizes the relocation, reconstruction, or removal of signs. |
Animal Control Advisory Committee | Provides input regarding the animal control and adoption center plans, strategies and education, as well as the animal control ordinances. |
Baytown Police Advisory Committee | Hold public forums to receive input from diverse community groups to enhance understanding through communication and education, to improve and maintain the public trust of the Baytown Police Department. |
Charter Review Committee | Reviews the current City charter and recommends possible amendments to propose to the voters of the City of Baytown. |
Community Development Advisory Committee (CDAC) | Recommends how Community Development Block Grant (CDBG) funds are allocated and establishes goals and priorities for the CDBG Programs, which provide resources for low to moderate income residents. |
Ethics Commission | Hears ethics complaints and advises the City Council and/or City Manager on matters pertaining to the City's Code of ethics. |
Library Board | Provides input as to the general rules and regulations covering the policies and operations of the library department. |
Parks and Recreation Board | Assists and advises the City Council on the proper operation of the City's parks and recreational facilities. |
