The Comprehensive Plan 2040 is completed and was adopted by City Council on May 29th, 2022!

What is the Comprehensive Plan 2040?


The Comprehensive Plan 2040 will serve as the guiding document for sustainable growth and development for the City of Baytown through 2040.

The Comprehensive Plan, last updated in 2007, is a long-range plan that addresses a variety of topics, including land use, mobility, economic opportunity, revitalization, quality of life and sustainability.

It serves as a framework for community discussion on the real and perceived challenges facing Baytown currently, as well as opportunities that will shape Baytown’s future.

  • Open House Results and Current Status of the Plan

    City staff held an Open House for citizens to hear an update about the draft of the Comprehensive Plan and the final steps in the process before adoption.

    It was a great night with many residents participating and providing crucial feedback on which action priorities they found the most important.

    In the weeks leading up to the open house a pop-up exhibit was hosted in Sterling Municipal Library to update citizens on the current draft of the Comprehensive Plan and ask for feedback on action priorities in a similar manner to the Open House. Between the pop-up exhibit and Open House over 50 citizens participated in a survey to rank the action priorities listed as the most important in the Comprehensive Plan. This gave valuable information to staff on what near term priorities citizens think would be the most impactful.

    Aside from providing valuable feedback about the plan and helping to guide decision making for the final draft, survey participants were also entered into win a family pack of tickets to Pirate Bay Water Park. Congratulations to Gitona and Bill on being the two lucky winners of the tickets!

    If you were unable to attend the Open House don't worry! the Comprehensive Plan will have two public hearings before its planned adoption on May 26th.

    Public Hearing before the Planning & Zoning Commission on Tuesday May 17th, 2022 at 5:00 PM at Baytown City Hall 2401 Market St.

    Public Hearing and decision to adopt before the City Council on Thursday May 26th, 2022 at 6:30 PM at Baytown City Hall 2401 Market St.

    Both of these public hearings will give anyone interested a chance to speak about the plan and give input to how it should be finalized.

  • Pop-up Workshop

    The Sterling Municipal Library is hosting a Pop-Up Workshop that runs until Tuesday, April 5th to showcase the action agenda items and Future Land Use Map from the Comprehensive Plan 2040!

    This is a great chance to come learn about the implementation of the plan, what actions the city will prioritize, and the updated Future Land Use Map!

    In addition, the pop-up will have a survey for citizens to complete to provide feedback on which actions they think are the most important. Respondents will be entered into a chance to win a family 4 pack of tickets to Pirates Bay Water Park!

    The City of Baytown is hosting TWO opportunities to learn more about the Comprehensive Plan 2040! Drop by Sterling Municipal Library any time between March 15th and April 5th to view highlights of the Comprehensive Plan or join us April 5th between 5:00pm & 7:00pm to ask your questions in person!

    Participants from each event will be entered into a raffle for a chance to win a Family 4 Pack of Pirates Bay Tickets! One winner will be selected from each event.


  • February CPAC Meeting

    The Comprehensive Plan Advisory Committee (CPAC) met for the final time on February 17th to provide valuable input to city staff and the plan consultant on the Comprehensive Plan.

    During the meeting members of the CPAC were presented with the draft Land Use section of the plan which gave them a chance to learn about how land use designations can guide the development and growth for the future of Baytown.

    Following this the group participated in an activity to evaluate the draft Future Land Use Map, which is a map that assigns the land within the city into categories that define the expected and desired future use of land in the city. This is used to help inform decision making and direct development to meet the desired version of the community in the future. The group discussed with city staff their initial reactions to the land use designations and in what ways they wanted to see the city develop in the future. This discussion provided great insight into the the citizen perspective on the future of Baytown.

    The planning process for the Comprehensive Plan may be approaching the end, but there is still opportunity for citizens to be involved in helping to shape the final draft of the plan.

    The draft plan will be presented at the March 15th Planning & Zoning Commission at 5:00 PM at City Hall giving all residents a chance to learn more and ask questions.

    Prior to this meeting the draft plan will be available online for anyone to review and leave comments on. Keep an eye on Baytown Engage and this page for the latest updates!


  • December CPAC Meeting

    The CPAC met on December 7th as part of a continued effort to include citizen participation in the Comprehensive Planning Process. In a similar fashion to the October meeting, the members were led through an activity that focused on categorizing the draft strategic action priorities(SAPs) of one of the identified focus areas of the Comprehensive Plan (Housing and Neighborhoods) according to a matrix that determined if the SAP was a high/low priority and easy/hard to accomplish.

    This activity was a great way for citizen involvement to give direct feedback about the planning process and influence the priorities the city should focus on for the 20 year period the plan covers.

  • Ongoing Citizens Feedback

    Staff as been continuing their effort to engage residents and collect feedback on what priorities they want to see focused on in the 2040 Comprehensive plan. Staff have participated in more events and outreach efforts to meet with residents and seek their opinion on the future of Baytown.

    Some of the notable events held and attended include a Comprehensive Plan Open House, CATCH Night at David Crockett Elementary, two neighborhood meetings for Pelly and Lantern Park, and the Community Development Advisory Committee. Through all of these engagement activities over 200 citizens were asked to provide their feedback in helping us determine what the priorities in the community are.

    Feedback was obtained by asking participants to rank their top two goals and top two actions from the draft list for each of the focus areas currently being developed in this phase of the Comprehensive Plan. This feedback was recorded and used as a metric to show how residents feel about priorities for the city moving forward. The results can be seen here. Each focus area with the number of votes for each goal and action are shown next to the respective action or goal.

    Please note that respondents chose between the goals and actions of only one focus area priority at a time (i.e. the votes for "Transportation Priorities" only reflect that priority and it having more total votes than "Housing and Neighborhood Priorities" does not reflect respondents opinion on either one.

    It was a great night with over 20 residents participating and providing crucial feedback that will help guide decision making moving forward.

    If you were unable to attend the Open House don't worry! City staff will continue to have engagement opportunities in order to receive citizen feedback, suggestions, and ideas for how we can build a better future for Baytown and its' residents!

    This activity was a great way for citizen involvement to give direct feedback about the planning process and influence the priorities the city should focus on for the 20 year period the plan covers.

    Join city staff for an open house to learn about the Comprehensive Plan and provide your opinion to help shape the direction of the plan and the future of the city!

    The open house will be held in the Auditorium at Sterling High School from 5:00 - 7:00 PM on November 9th, 2021.

    Residents are encouraged to come and learn about the Comprehensive Plan, its' corresponding Goals, Actions, and Priorities, and what they can do to be involved and up to date in the planning process.

    Staff from the Planning & Development Services department will be present to explain the current status of the Comprehensive Plan, discuss the key priorities and goal areas with residents, and receive their feedback about the current and future state of Baytown in an effort to guide the development of the Comprehensive Plan.

    The event is an open house style to accommodate arrival at anytime between 5:00 - 7:00 and to allow for participation in varying engagement activities and informational materials. Your feedback is important to us and is instrumental in guiding the Comprehensive plan.

  • Efforts to Seek Resident Feedback

    In an effort to engage residents and collect feedback on what actions and priorities they want to see focused on in the 2040 Comprehensive plan, staff from the Planning & Development Services department participated in various community events to seek out resident feedback.

    Over the past two weeks planning staff were present at the Fairway Drive & Savell Drive Engineering public meeting held at the Community Center, National Night Out in Town Square, and the Nurture Nature Festival at the Baytown Nature center. During these events over 150 residents in total participated in providing their opinion on what the city needs to prioritize for the future.

    Staff asked participants to rank their top two goals and top two actions from the draft list for each of the three focus areas currently being developed in this phase of the Comprehensive Plan. This feedback was recorded and used as a metric to show how residents feel about priorities for the city moving forward.

    Staff will continue seeking feedback and resident priorities at future engagement events to help provide direction for the final deliverable of the 2040 Comprehensive Plan.
